Question Wiring in concrete block wall

I need to replace some wiring in a concrete block wall. The way this
was run was a hole was drilled into the hollow of a block near the sill
(but not down through the top of the sill), the wires were fed in through
that hole in the face of the block and fished down to a switch box several
blocks down (I guess the wires are running through the block hollows).

Once this was all done, the wires sticking out from the top block were
cemented in. Is this ok, or should I feed the wires in through a hole
I drill in the sill? I have several other switches in the block wall and they
were all done this way (drilling through the face of the block...)
