Can this wire handle 100 AMP? Not sure , but it "looks" (from visible/exposed bare wire) like a copper. No designation written (!).
Would "aged" aluminum wire look similar to copper?

I dont see an aluminum designation so if this is copper se style U then yes it can be used for 100 amps. This is a 75c rated service entrance cable. So using table 310.15(B)(6) #4 copper has 100amp ampacity. Copper se u is very unusual. If this is aluminum then it will not carry 100 amps. The designation 2/4 means two insulated conductors size #4 awg and 1 /4 means one bare neutral size #4 awg.

Also, how do you want to use this cable? If you plan to feed a subpanel in the same building, you can't do it with this cable (you need a 4th conductor or SE style R rather than U).
Can you open a box at either end of this cable to see if the wire is copper or aluminum? Most SE type cable is aluminum.

Pretty sure it's alum! Collyer-I believe-is now owned by General Cable.
