on ten first floor windows. The estimate is $1,250 to scrape, wire brush, primer and paint. There are 2 - six foot wide by four foot high winows and 8 - 26 inch x 52 inch high windows. Also a six foot metal rail.

Is that a high price the contractor is supplying the paint and materials?

No... in fact that price seems suspiciously low to me, but I'm not sure what your market area is like.

You absolutely want the painter to supply all the materials anyhow, so that you get a warranty on the work.
