I am about to shingle a small shed roof, that has a 45 degree pitch. Using regular 25 yr shingles. The shed will not be heated. Do I have to bother with felt, and the adhesive ice dam for valleys (I will use the metal valleys) or can i skip this step since it is not heated.

All depends on how long you want the shed to last.
The sun will heat the shed sufficiently in spring that ice will appear. If you live in a region that has numerous days in spring that are warm during the day and below freezing at night, you will have ice build-up that will shorten the life of the shingles and cause leaking and eventually rot your roof.
Now, having said that, a 45* slope would not have much snow or ice on it after the first good melt, so it's up to you. If the shed is in the shade you may have more problems than if it gets full sun.

Your warranty may not be honored if you dont follow the instructions...ditto with insurance claims. I would at least put felt down. Your shingles will seal themselves to the felt. The contents of your shed will be happier with the added protection....especially if you get a bad windstorm before the shingles fully seal.

I read once that the tar paper is your roof, and the shingles protect the tar paper. Don't know if that's true or not, but I too would put the felt down just to be safe.
I think I'd fore go the ice dam material. Those are usually caused when you have a heated building with crappy insulation and the heat melts ice on the roof until it hits the eaves or gutters and refreezes. An unheated building shouldn't have this problem.

I'm doing a shed too, and the shingles I got (same kind as on my house) don't have adhesive that lines up with the tar paper (felt), only enough to line up with and adhere to the next shingle.
The ice dam material self seals (or should self seal) against the shingle nails which tar paper doesn't do so just the latter can't protect against water buildup due to ice dams.
