If you find yourself in the uncomfortable position of having to push a fish tape in a conduit into an energized panel and you don't have a nylon fish tape, try this: Take a rigid coupling the same size as the conduit and screw a plumber's pipe plug into one end. Then screw the open end onto the connector in the panel. Sometimes the locknut needs to be removed to get enough threads for a good fit. Push the fish tape in the conduit until it stops, remove the rigid coupling and there's the fish tape.
