I am moving my washer and dryer to the other end of my basement. I was wondering if I can just install a junction box where my old dryer plug is and run a cable to the new location from there, rather than running a new cable all the way back to the panel.

The junction box would be accessible, because I would move it to the ceiling and there would be a ceiling tiles installed.

Yes, that would certainly be a viable option. Keep in mind that if your old dryer wire only had 3 conductors (black, white, and bare ground), you will want to run a new cable anynow so that you have a black, red, white, and bare ground. This would bring your installation into modern times, and would require you to change the 3 wire cord on the dryer to a 4 wire cord (easy), and install a 4 prong dryer receptacle.

I suspect we have a code violation if we extend that existing dryer circuit being a three wire branch circuit. The CEC does not recognize existing like the NEC does. When you extend you extend a circuit you changed the integrity of the existing branch circuit. The CEC does not have an exception recognizing the three wire cable as existing.

Four wire cable from panel will be required per CEC code.

You might check with your local inspector to see if they have a local province ammendment to that CEC rule though. Worth checking into as a local rule.
