In our previous communacations I believe I failed to mention that my garage is an all metal building. It is all screwed together and there is continuity from one end to the other.
My question: Should the circuit breaker box be attached (grounded) to the structure of the garage or insulated from it? If the C/B box is physically attached to the metal of the garage, it seems, that the whole garage will be grounded to the grounding rods at the site and also to my house ground (which is supplying the electrical power) through the neutral. If this presents a problem, should I insulate the C/B box in the garage from the garage leaving only the grounding rods to ground the C/B box???

Yes, you should bond the metal of the garage to the panel. This is normally done by bolting a lug to the tin next to the panel and running a piece of #6 copper from the panel's ground bar to that lug. Alternately, you can bolt the lug near the bottom of one panel and have your grounding electrode conductor for that panel run through that lug as it continues out to the ground rod(s).
