I am looking at a house that has a washing machine and slop sink running into the sump pump which then pumps into municiple sewer is this up to code in PA ?

While a washer drain is considered a gray water being less stringent in where it is drained such as a flower bed seperate minor finger system I seriously doubt you city will accept gray water into their storm water drainage system with their blessing. Check with your local inspector.
