i have a explorer with a parking brake problem i put on the brake it still rolls forward a bit but when i put on the brake to back up it doesnt move i put new cable and shoes dont know what to do it need to be inspected

Sounds like something needs adjusted.
Disc or drum brakes?
Make sure your cable is free. IT is common for them to sieze up due to lack of use.
Does normal braking work ok?
Check your service manual for parking brake adjustment procedures and adjust as stated. Your rear brakes have a auto adjust procedure, usualy stopping while backing up, your service manual will explain this too.

to adjust your brakes (drum brakes) you can use a flathead screwdriver and turn the adjuster. You want to spin the tire and turn the adjuster until the tire stops turning. Then back it off 1/2 a turn. Your brakes will wear over time, but going in reverse and applying your brakes will adjust for that (as stated by Mr. T).
ADDED: Don't back off your adjuster 1/2 a turn! I was thinking of s cam drum brakes on heavy duty trucks! When your tire doesn't turn any more back it off a few clicks. You should feel a little drag from the pads.
