My sump pump sometimes gets in a state were the pump is running but no water is being pumped out to the sewer. This results in a flooded basement. If I unplug the pump and then plug it back in, it starts pumping the water as it should. Any ideas ?

Take pump out of pit and inspect the unit for debris caught in the impeller of motor. This is where the suction is created to pull water through assembly and send it out.

There should be a check valve within close vicinity of the pump; is there a small hole drilled in the drain line within the first six inches of this pump to relieve the water from the check valve to pump in the off position?
This is required on all zoeller pumps; whether sump or sewage. This protects the pump from waterlock, which will cause the same problem you are experiencing.

Also check inside the sump pump well for loose debris that can be sucked into the pump inlet when pumping then float away when shut off. This may also be a part of your problem.
