Is it ok (maybe not code but ok) to run a 10-2 underground wire 35 feet to my electric fence charger and have it plugged into a 10 amp 12-2 circut that is in my barn? The charger uses very little power and I already have the 10-2 underground wire.

sorry...it's a 20 amp circut, not a 10 amp.

Yes you may install a larger wire on an existing branch circuit that is smaller but protected with a overcurrent device [breaker or fuse] rated in amps no more that the smallest ampacity rating of the smallest wire of that circuit.

20 amp circuit tapped by a 30 amp rated wire causes no risk because the larger wire tapped would be rated more in amps than the original circuit is rated.
