Patio repair vs. deck

I plan on selling the house early next year, but I feel I must repair this patio or maybe build a deck over the patio. The cement patio is slowly breaking up. My questions:

1) cost of repair vs. building a new deck? your opinions

2) if I build a deck, can I just use the current patio cement as a foudation to set the blocks on? I'm in Dallas, so we rarely get a hard freeze.

Pictures are not detailed enough to be sure but it looks like this concrete has no settling cracks but only surface chipping due to pour mix content or over finishing bringing the concrete to the surface without the bonding or normal concrete.

If you have surface chipping only it looks like you could lay sand over the old concrete with fiber around the perimeter to allow for expansion to avoid damage to brick walls and pour new concrete about 4" thick over the old concrete.

Just my thoughts with what I can see.
