asbestos in adhesives?

Can old floor vinyl cove base adhesives contain asbestos? I am working with some that was installed in the 1970's. It is a very dark brown, almost black color and very brittle.
Please post as much info as possible. This is a public building and this could be a sensitive issue. Thank You!!

The only way to know for sure is to take a sample of that glue to your local Board of Health. Have them test it for asbestos. Then you will know. This is especially true with a public building.
