I’m instaling recessed lighting in my living room and kitchen.

My first question is whether it is necessary to drill holes through the joists in the attic to run the romex through? My joists are rather short, about 4" high (older California house). My attic has insulation (R19) so having the romex running through the joists would be a bit of a pain.

My second question is do I need to use flexible conduit or can I just use the bare romex for the job and staple it to the top of the joists?

Take it your attic is unfinished?? You can do as you asked. Nm(romex) may be run and stapled to top of Joists. Only ruling we had was, were entering scuttle hole or what ever type entry way you have any cable in this area must be drilled within 6' of it or down in pocket area. All or any J boxes must be accessible. GL

...can anyone tell me how far away from the wall should I place an adjustible Gimble ring in baffle?

I've only done one job with gimble ring fixtures, and they were halogens on lighting track, but I think the dimensional info you want would be the same. The instructions told me that for the gimble fixture, shining at a 45 degree angle was ideal. This means that if the center of the painting or whatever you are shining on is 2 1/2 feet down the wall from the ceiling, then the fixture should be mounted on the ceiling 2 1/2 feet from the wall. I'm no lighting designer, I just wire stuff up, but the finished appearance looked a-o-k to me.
