If this three wire cable is a black red and bare wire wrapping the black and red wires and is marked as an SE cable then you may install a 3 prong range receptacle. YOu then must adapt the range pigtail cord to a three prong pigtailed cord and install a jumper inside your range connecting the green screw on the metal case of your range to the silver screw of your terminal block inside that range.
If you have a three wire cable that is a black white and bare then you must replace that existing branch circuit with a new Romex cable with a black, red, white, and bare wire inside that new cable replacing the old existing branch circuit.
If you live in Canada the CEC forbids three wire cables for ranges and requires you to install a new black red white and bare wire inside a new cable installing a four prong plug then removing the jumper wire if present inside the range between the silver screw and the metal case of the range.
Hope this helps
