I have a sears kenmore stove, I would say is about 5 years old. The problem I am having is the top broiling element does not come on for the bake cycle to brown the foods on top. In my owners manual it says the broil element will cycle on and off every 20 seconds. Any ideas why it is not working?

Does it come on in the broil mode? If it does then the element is ok. I would suspect the timer.

It does come on in broil mode. For all the settings it has all push button for bake and broil, adjusting temp, just a control board. You suppose it is in that board?

During bake mode...*carfully* check for power at the broil element leads with volt meter.

I would suspect the timer.

It is possible :( -Some- ranges have the element relays right on the clock/control itself, some others have them on a seperate relay board....depends on model#.
