Turning an old service panel into a subpanel

When refeeding an existing service panel, and making it into a subpanel, is it permissable to drill and tap the panel's can for a "generic" ground bar kit or the ground bar kit of another manufacturer? Sometimes the ground bar kit for an old panel is either not available or not readily available.

The NEC does not allow you to adapt a product to be used for any use other than what it is listed for. If you use accessory parts in a panel those accessory parts must be listed for use in that product.
