What is the maximum wattage I can install on a new basement circuit using 14/2 wire? Also, with this size wire, should I use a 15 or 20-amp breaker.? Thanks for your help.

Depends on what you plan to do with this 15 amp circuit.
14 awg wire is rated for 15 amp requiring a maximum breaker amp rating of 15 amps.
Loading this 14 awg wire if for general lighting style use may be loaded at 100% of its wattage capacity being 1800 watts.
Loading this 14 awg wire if for a motor style use may be loaded at 80% of it wattage capacity being 1440 watts.

Thanks for the reply! I plan to use this 15 amp circuit just for general purpose lighting in a finished basement. According to my calculations, I'll only have about 450 watts connected (lighting only).

450 watts would be loading that branch circuit very lightly.
