Does it make a differance whether the Ground wire at the ground post is attached above ground (earth) or can it be buried in the Soil ?
This is the First house I've owned that it is completely buried..

(Copper wire clamped to rebar.)

I'm having weird problems... like one paticular spot in the house is a dead zone for cell phones and cordless phones..??? about a 12-14ft. radius. Within that radius is a micro wave that has a mind of it's own :twisted: , meaning that sometimes it kicks off the braker and other times not , surcomstances around it and on the same curcuit remain the same. Yes, I've tried another microwave with the same result.. :? ???

A ground rod connection for years was desired to be above ground so we could see it. The NEC now calls for the ground rod connection to be either below sod or protected.

If you are using a normal acorn style ground clamp on your rebar then you meet the NEC. This by connection is approved for underground connection. You speak of rebar as a grounding electrode. If this rebar is set in a concrete patio etc. you are fine. If this is a rebar driven in the ground as a driven ground rod it is required to be 3/4" diameter and 10 feet long.

As for you blank spot in your home I am suspecting that either you have electrical wiring in such a manner to create and electrical magnetic field that may be blocking signal, you have an electronic device [security, hermitic motor, microwave, or other type electrical product ] that is emitting an RF signal causing your signal block interference.

You may wish to try moving where you plug in your cordless receiver in a location closer to this blank spot and see if you get saturation of reception in you entire home then. Just experiment. Unplug and shut off everything in that room and adjascent rooms then try your cordless or cell phone. If your signal works then start plugging in one item at a time until you start having signal problems again. This process of elimination may tell you the culprit as to why you have a signal block.
