Running romex horizontally on concrete block

I am finishing my basement and would like to know if it is permissible to run 12/2 romex horizontally stapled to a backer board over to the panel? Where my wiring terminates at a closet containing the panel it would simpler to do this. There would be 4 wires entering the closet at about 16" and then run approx 2 ft horizontally on a backer board and then vertically, again on a backer board up to the panel. All wires would be stapled.

The key thing to Romex is not allowed subject to physical damage. This subject to physical damage is a generic term that can only be declared wether or not subject to physical damage or not is the AHJ [you appointed electrical inspector] In my jurisdiction romex cable install horizontally 18" off floor would be ruled as subject to physical damage.

I suggest you consider framing 2 x 4 stud walls and bore those studs to run your romex then install insulation and a vapor barrier to lock moisture from entering the wood wall or room.

If you feel you have to run surface then use handy boxes and EMT or PVC conduit.

I have a concern about this panel in a closet. Is this a clothes closet or place for storage? If so the NEC forbids a panel to be placed in that closet. YOu are also required to have a minimum of 30" dedicated wall space wide without obstructions and 30" clear approach dedicated to that panel.

I question you romex wiring style on surface at 18" high and the location of your panel. Are you safe?
