I was wondering if there is an inexpensive material I can use for sound proofing. The noise from upstairs main floor can be heard easily in the basement. Is insulation the only thing? If so am I making another problem heating and cooling wise in the basement. The basement is cool in the summer and warm in the winter. Would I be doing more harm than good if I insulate? I thought about using that thin 4 inch foam, with the bumps, like they use on top of mattresses for sleeping. However it is not cheep to do a 11x30 basement room. any Ideas?

Paper backed [vapor barrier style] fiberglass insulation seems to be the call of the day. Most often when people want to sound proof they fill the voids in the joists with fiberglass paper backed insulation stapled into those floor joists. Then drywall or suspended ceiliing accositical tyle style also helps deaden the sound.
If it is clicking of heals on the flooring then carpet and pad is normally the answer to that sound approach. The sound of clicking of heals will travel the wood around the fiberglass.
Fiberglass for talk and music buffer
Carpet and pad for heel clicking on floor.
The sticky foam in my opinion would not be the best choice for soundproofing.
Remember heat rises. The cool in summer and warm in winter is due to the insulation of the earth surrounding your basement. The earth starts about 55 degrees then add assist heat from hot water pipes, hot water heaters, furnaces in area, and body heat help pick up the slack providing reasonable comfort in basements without a heating system.
