1.)What is a 120VAC duplex outlet and a 120/240VAC twist-lock outlet?

2.)What determines the use of one as opposes the other when each has the *120* in description?

While both can be used on a 120-volt source. The regular duplex is used for general outlets,
Manufactures will not commonly install twist lock devices on appliances. But in Industrial setting the twist lock is commonly installed by the electricians for machinery. This type of application will keep the machinery from being accidentally un-plugged.
Included is a picture of a duplex twist lock device.
