Seat belt locked up

My son has a Pontiac GrandAm ('87 - '95 model, I'm not sure of the year). The drivers seat belt has lock up and will not retract or extend. How can this be fixed?

You would have to remove the seat belt mechinism and open it for inspection. Suspect a minor part jammed. Should be easy to repair. Just unbolt it from the floor and open it. You should see what has jammed.
