how can i determine how many 40 watt florescent lights I can connect to a single 15 amp/120v circuit?

amps times volts equals watts.

15 amps multiplied by 120 volts equals 1800 watts divided by 40 watts equals 45 - 40 watt loads allowed at 100 % rate in a dwelling. This would load a 15 amp circuit at 100 % equal to 20 flourescent fixtures with two 40 watt bulbs per fixture.

Advise you not to load flourescent fixture branch circuits more than 80% which would allow approximately 15 or 16 two bulb 4' flourescent fixtures per 15 amp branch circuit max in my opinion
