I live in Indianapolis,Indiana could you tell me hoe deep the frost line is?..I live in a regular single family house with city water and city sewer drain. thanks victoria breton.

frost line in marion county is 30 inches. Footers are required to be at least 30" below FINISHED grade and at least 12" into undisturbed dirt.
This means if you have 24" of fill around the house to be added you would only need to go 6" deep to meet the 30" below finished grade. However the rule requires all footers to be at least 12" into undisturbed soil so this footer with 24" fill would still require 12" trenches even though the frost line was originally met.
There are two rules being below frost line but not less than 12" into undisturbed dirt.
If you do a push out the undisturbed dirt is where you stand after the push out at the location of the intended footer.
Plumbing must be below 30" problem with plumbing is if fill is added that fill takes years to settle to resist frost. The fill is loose soil allowing water cristals to soak readily into that loose new fill. Those water crystals then will tranfer frost deeper into that loose soil inviting plumbing to freeze.
