I just purchased a brand new home and it has all PVC water pipes. What is the correct way to install the ice maker water line? Can I use a saddle valve?

Its hard to imagine your new (or even old) house has all PVC water lines,but I wouldnt be surprised if they were CPVC (kinda yellow,copper tube size).
Saddle valves are used all the time but they are not recommended.It would be much better to put a tee in the cold water line then attach an angle valve,either glue or compression type to the stub.You can get a special one for icemakers with 1/4" compression outlet and hook up 1/4" copper,or even better than that would be the braided supply line which just screws onto the compression fittings.Avoid the vinyl or poly supply tubing in all cases.
I also like the idea of putting ball valves on either side of the stub for future ease of service.

Thanks for the input. I believe that it is CPVC and it is the same size as the copper tubing. If I was to use the saddle valve, is there a great chance of cracking the CPVC? Can I get all of the materials to do it correctly at a local hardware store? How long would I need to have the water off in order for the glue to adequately dry?

Its not that easy to break cpvc with a saddle valve,but it can be done.Yes,the necessary items can be bought at a "good" hardware store.The CPVC adhesives usually suggest a 24 hour cure time before pressurization.
I would say in actual service practice,most joints are allowed considerably less cure time.
