First even though internet providers often supply software to install, none of it is ever needed to set up a new dial up connection.
The only exception is AOL, even them I beleive you can set a dial up connection using their connection with any of their solfware. However in AOL case part of the gimic is using their browser interface/menu & mail interface which means their software.
Try this....
Tools / internet options /
advanced tab
click "restore defaults"
also check your settings under the connection tab.
Are you sure you are actually connected to the internet when this happens ? Does your email client work ok ?
Repost your findings

1. You could try going to the microsoft update site and installing version 6 from there, should give you microsofts orginal version 6 not a modified version from the internet provider. however with dialup it could take an hour or more to download completely.
2. Try calling your internet providers technical support, they could be familier with their possible modifieed version.
make sure you mentioned the problem only started when their software was installed.
Repost what you find out and if updating explorer direct from microsoft solves the problem.
