When the engine is in gear the propeller should not turn freely.
With the cowel off the motor do see the linkages move when the gear shift lever is moved.

If the linkage is right then try changing props. Sometimes the prop will twist on the rubber getting nothing to make the boat move. Found this problem once. Most commonly it is the linkage.

Let us know what you find

Are you coming back to the thread? I'm not quite following why if you tilt the motor up the propellor turns freely and when you "lock it down" it doesnt? Please give more detail. Some evinrude controls allow disengagement from the shift linkage by pressing a button located in the center of the control housing. Others older models were electric shift and used push buttons for neutral, reverse and forward. If you have electric shift my guess is you have lost or are extremely low on your lower unit oil. The clutch inside the lower unit will not engage if you are low on oil on electric shift models and of course the propellor wont turn.

If tilting the motor causes it to go in and out of gear it certainly sounds like a cable problem.

I agree Joed it is sounding like a linkage problem but our poster has gone away so guess we will just have to speculate the cause of his problem.
