when I pour my foundation, how long do my anchor bolts need to be ? And when I use a two piece floor joist, ( two 10' in place of one 20') how long do my scab pieces need to be and do I need them on both sides of the joist

Huh? You mean you want to clear span 20 feet with two pieces? Without resting on a beam in the middle? That's crazy talk. There's nothing in the code that even comes remotely near what you want to do there. You'd have to get a structural engineer to sign off on that idea.
The code does specify that the foundation anchorage bolts be a min of 1/2" dia and at least 7" into the masonry or concrete. There are also specifications with respect to spacing if you are interested.
