Which substrate is the better chice for plastic laminate: Particle Board or MDF ( Medium - Density Fiberboard) ? MDF seems smoother and much less porus on the edges. Any input from experience would be appreciated. Thanks :)

I have used both with success finding no problem with either if properly installed. You choice

I am having a contractor remove the old linoleum tile over cement in my basement and install porcelain tile. The old linoleum tile had a white powdery substance where the corners of the tile had broken off. What if any preparation needs to be done to the concrete floor before installing the new tile? Do I need a sealer?

If you already are finding corrosion I would use an acid wash then let it dry good before installing the tile. It is open for a very large disagreeing discussion whether to seal on not. If it were me I would not seal.
