Ok........I have a front whippers that will not shut down at times. I replaced the on off switch at the steering wheel, but it still does the same thing. It comes on by it's self sometimes, and shuts off. I'm wondering if the relay could be going bad? If it is, where is it located? Some are under the hood, and some are next to the fuse panel. I looked under the caps to see what they go to, but they don't say anything about whippers on them. I checked the manual also. The dealership can't help me. they said when I find the right one, they could help me then. Or could it be the timer modulor going bad with a short or something? I have a "95" Mercry Villiger.

I had something similiar on a 1987 celebrity. The wippers when off retract down to the bottom of the widshield. When ON they come up 4 to 6 inches and do their full windshield wipe never with bottom portion of the sweep bellow 4 to 6 inches from the fully retracted off position. Inside the engine comparment (under the hood) covering the wiper gear and nearby wiper motor is a plastic cover covering the wipper gears. I am not sure how to properly discribe this but when the wipers are switched off (after being on), there be something that catches the gear and pull /retrackes the wipe back to its resting position, if this mechanism does not catch properly teh wipers do not get retracted and my not shut off.
I know I am doing a poor job in explaning this properly. But if your vehicle does retract the wiper blades lower on the windshield than the lowest part of the sweep when the wipers are on that you may have something similiar in nature, and it may be a problem with mechanism at the wipper gears, some possible cause outside of a crack or other failure here, is that the gears and mechanism has become dry, lublication may allow the mechanism to move freely and do its proper job, of retracting the wipers and swicthing it off, weak or broken spring at this mechanism could also do it.
Removing the cover covering the wiper gear / mechanism area, you may be able to observe it better. In my case I was able to run the wipers with the cover off and observe what it was doing with the wipers on and when it was being switched off.
This is one possible area that could be at fault, but not the only item on the list that could be causing your problem.

Don I suspect is hitting the problem you have. However this sequencying mechanism is in all windshild wiper motors not just retractable wipers. Most often to correctly repair this problem you will need to install a new windshield wiper motor.
Wipes when shut off do not just shut off but they finish the cycle of wipe so the wipers end at the bottom at rest position. The mechanism inside the motor does this for you. Sometimes the sequencer slips and won't shut off or will shut off in the wrong wiper position. You can mess with it but seldom will you be successful to get the sequencer to realingn and stay realingned. Wear usually causes this sequencer to slip out of postion.
