insulation where dormer roof meets rafters?

i have a cape and the rear is dormered. the roof slop is like 3" for every foot and i am taking out all the insulation in the ceiling, and am gonna blow about 12" thick of cellulose up there.

my question is: the rafters between where i am gonna blow the insulation are 2 x 6's and at the rear, they join the roof rafters. how do i blow insulation where they meet 12" high?

If thgis is unclear, please let me know.

the rear of the dormer does not have soffit vents like the front does. even if i install soffits and baffles, the insulation near the back of the dormer where the roof meets the rafters will not be 12"'s

also, what is the best way to shim a ceiling before screwing drywall to the ceiling joists?

I ripped off all the 12" square tiles and all the 1 x 3's are nailed across the joists....i am thinking of leaving them on and shimming them all level and then screwing drywall to them.

would this work? if not clear, please let me know.

you can buy tapered shims at h.d. or lowes

the insulation problem is unclear...at least to me. i'm assuming this is a shed dormer?
you can't put vents at the back of a dormer where it meets the roof...that ties into the main roof and the attic vents take care of the ventilation.

this is very hard to explain.....this dormer is on the rear of my house.

along the front of the house behind the knee walls are soffit vents. above the dormer ceiling is my attic and there are vents at the sides of the house.

now along the back side of the house where the rear exterior wall meets the dormer ceiling are no soffit vents.

now i am going to insulate the rear side of the house, and am planning on insulating the ceiling of the 2nd floor. (below the actual attic).
