I have cinder block/concrete steps that were coated or painted and needs to be touched up. Any suggestions on a product to use? There are also some areas that need to be filled in!

There's a whole family of cements called "surface bonding cement". Most are latex modified. They may also say "concrete resurfacer" on the bag/bucket. These can be mixed and dyed with concrete dye to a color if you wish a more permanent color than paint would provide. Pressure washing the steps is a very advisable step #1.
