paronia is setting in with many residents in a 30 story condo bldg in Chicago---- We know/agree that per building code tuck pointing must be done which will necessitate a huge special assessment. Board members have mentioned that new windows must be included in this project'Most of the residents can see no need for this --perhaps some windows do need caulking - Where must we start to find criteria for need of this "window' project ?

How can we know that current structural engineers are not just making a suggestion- or preference-not based on a necessary need for replacement---
WE think that the Board has been sold on a non necessary expenditure that most residents can no way afford
Where do we start to assure corruption is not involved???? We will appreciate any assistance re steps needed to protect our rights before board contracts for "window" replacement

Sounds like if the cost of an attorney was spread out over most/all residents of a 30 story building, you should be able to get a pretty top-notch one. I think your question is more of a legal one rather than a building code one. Just my thoughts...
