Is it a code violation to have receptacles underneath a window? I can't find any reference in my Knights to this issue.

I'm not an expert but I never heard of that.

Don't know much about the Canadian code, but there's certainly nothing in the NEC regarding placing receptacles under windows. I know that in military and government housing in the US, you're not permitted to place receptacles directly under windows. This is a rule above and beyond code, and I'm not sure what the logic is. Perhaps it is to mitigate a possible hazard created if a window is left open during a rain shower.

My brother-in-law is an industrial maintenance electrician in a large warehouse. He told me that you shouldn't put receptacles under windows, with the reason being that as windows get old they can leak. I was not able to determine if this is a code or above-code issue.

To me, under the window is ideal for window fans, window AC's, plug-in holiday decorations, and clocks you place on the window sill. I think you should have a receptacle under or real close to the opening part of all windows.

Worrying about rain from the window seems excessively paranoid.

I agree 100%. I get a lot of customer requests to make sure I put a receptacle directly under each window for just the very reasons Mark outlined. There is a fad I've noticed in the area of people wanting to put an electric window candle on each window sill in the entire house. It does look really nice at night. I even had one job where the receptacle under each window in the entire house was it's own circuit. These recs were on a timer to turn on the window candles. During old work, it's often desirable to have a dedicated circuit to an under window receptacle for areas where you know a window type air conditioner will be placed.

there is a rule that states you have to have 450mm of finished wall (thats measured up from finished floor) so that means you can install a receptacle under a window that is 450mm up from the floor. rule # 27-710(a)
