We ran secondaries from a volt to a 320 meter. When we went to look at the panel, we found that they had a 100 amp slave panel being feed from the 200 amp main panel. The feed from the meter to the main panel was the only connection from the panel to the meter. My question: why would someone want to supply a 200 amp panel from a 320 meter. Maybe planning to put in another 200 amp in the near future??

Yeah, that's what I would figure. Do the outside now so it doesn't have to be replaced later?
For the low cost of a 200MB panel I can't see the logic though.

Also a 320 amp meter is capable of changing lugs to mulitiple taps. Then you could tap from that meter per the NEC rules and go without a disconnect or overcurrent device using the service conductor rule to an accessory building thus not running that accessory building load through your house panel. They may have installed the 320 amp for a future parallel main service panel in main house or an accessory building from meter or both for future concens thinking ahead.
