I'm reinsulating the outside of the house under the siding and was wondering Tyvek or no?

Tyvek has little or not insulating value only air movement and moisture movement blocking capability.

Insulating value under siding is most often done in an older home that is not wired by Knob and Tube wiring by drilling holes in the old siding then blowing in cellulous fiber or fiberglass blowing insulation material filling hte voids between the original studs. Then plugging the holes you drilled in the old siding then installing a thin blanket of styrofoam about 1/4" thick stapled to the surface of the old siding then the nailer boards installed for your starter strip of siding or other form of new siding installation.

Some only use 5/8" styrofoam in place of blown in insulation. This causes a problem trimming out your windows and doors though.
