Can some one explain how I can hook up a new electric motor for an aircompressor it is a 230 volt motor single phase drawing 15 amps, Iam confused by the single phase/230v... the compressor has a pressure regulator electronically hooked to the motor, it has a black lead and a white lead with a ground, should there be 2 power leads coming in or one? someone please help

You will require 12/2 cable and double 20 amp breaker. In this case there is no neutral so the white wire will be hooked to the breaker along with the black.
