On the service entrance wires coming into the main panel,can i branch off with another feed from the hot side of the main breaker,(not thru the main breaker but before) and go to another panel box with another main breaker.

From what I've read there are a lot of limitations on the length of service cable running inside of the building.
From what I understand, the main panel is supposed to be located as close to the entrance of the service conductor as possible and the limits are usually very short. Apparently, each province has various exceptions they allow under very specific circumstances.
I'm guessing that splicing the unprotected feed over to another panel will not be allowed.
Why wouldn't you just wire a sub-panel out of your main panel?

You are allowed multiple connections inside a meter box designed for multiple load side lug connections. You are not allowed a tap of that service conductor located between the load side of the meter and the main service breaker or disconnect.
