Father in laws honda push mower began running extemely rough so when I was asked to come look at it discovered carb was full of oil. It appears to be blowing by the valves I guess. Any ideas as to why this is happening? It is a Honda Harmony self propell type about 6 years old......RL

Check to be sure it's not overfilled with oil...or was it stored grossly tilted so oil went into crancase vent...if no, then probably a cracked oil control ring.

Father inlaw tilted mower wrong way while cleaning out grass under deck. It was on its side wrongly for a couple hours. Thanks for steering me in the right direction. He is pretty red faced right now.....RL

He is not the first one to do that and I am sure will not be the last one to fill their carb with oil by tilting the wrong side.
