I am building a go kart for my son who is 13 years old. I have a briggs 6.5 hp intek motor. Is there any permormance mods I could make to up the hp?

The 6.5 horse power motor should be fine for a go cart of a child that age in my opinion. However you should ensure a good braking system, install a centrifigal clutch for starting and stopping.
If you wish more horse power you may buy a bigger horse power engine to do the same thing much cheaper and safer than beefing up horse power of that original engine.
If you are in competition racing with limited horse power allowed then most likely you will find limitations of modifications. If you modify a racing go cart you jump from stock class to modified class.
Modified class rangers from boring and oversizing the cylinder and piston rings to porting the valves to mixing gas with other products to changing to a ported type carborator with a blower. Many versions of modified for racing.
For back yard fun you want more horse power you would be less cost inpared and faster to the track if you just buy a larger horse power rated motor.
