The steps are brick and recently have come loose. This past weekend I picked up some mortar mix and thought I could attach the loose brick. However, once removed, I noticed there was some crumbling cement and brick beneath. There seems to be a cavity filled with cement and one row of brick spliting the cavity in half. Should I clean it out and pour new cement and attach the brick? Thanks in advance.

I think what your seeing under the loose bricks is simply "fill" to make up the step just make sure you remove anything that is loose, including any dust and then lay your bricks it the new bed of mortar.

sounds like you don't have to wait for the fill area to dry before laying the top bricks? Thanks pushkins.

No need to wait for any drying before laying your bricks, fill the void with mortar and lay your bricks.

I did more exploring and found more damage. There needs to be a complete demo. Concrete blocks and bricks are very brittle. Are there any articles on this site that would guide me through a three step brick rebuild? Thanks again.

I don't think there is anything here on what you want to do, I have to say though, while brick steps look easy to build they are not so easy for a novice. Might be worth your time and money to pay a brick layer to redo them if they are that badly damaged.

I think that would be best.
