Insulating a concrete/stucco home. Vapo Barrier

I have a concrete block home with a stucco exterior. I took down the sheet rock and found that the wall has a tar paper layer between the 1 by 3 nailers with no insulation. I saw this product called Dow super tuff r insulation. What do I do about a vapor barrier? I can't build the walls out so I'm stuck with 1 inch ridged. Thanks

The foil facing on the Tuff-R board is the vapor barrier.

You need to do nothing more.

Do I keep the tar paper in place also?

You can leave the paper in place.

It will have no effect.
