I am bidding a 4 story wood framed hotel. Can I use romex in the rooms? I would have to use emt or mc in the coridoors and meeting area's being common area's correct.

This is a multifamily dwelling. .Most states require a state design release for this type building also requiring an engineered set of prints. The State Fire Marshalls office usually will declare the fire rating of this type structure. This fire rating will tell you the wiring style allowed.
If it were me I would contact your state building inspectors office to confirm the rules that apply in your state. You may be bidding on a project with general contractor unaware of the rules of your state. Cover yourself by contacting the State building inspectors office to confirm what you need to do in your State and county.
