I have a woodshop with a 400amp disconnect panel inside opposite the meter connected via a 2' raceway. There is a 100amp fuse panel about 75ft away that the shop is run off of via 2" conduit. It is fed from two legs of the main disconnect. There is no ground anywhere in this main disconnect panel, but there is a ground from the outside ground rod that runs in to the race way and into the fuse panel and connected to the center lug with the other two mains on either side. Is this fuse box considered a sub?
Also looking at the fuse panel labeling it shows where the bonding screws can be installed, but there are no screws installed.
So I am wanting to put in a 100amp CB panel for more circuits but am unsure of the bonding, grounding bar, subpanel issues.
all the circuits are only 2 wire and all are in conduit. all the white wires that come into the fuse panel are connected to the center lug via buses and all the black wires are connected to the fuse side.
any help would be appreciated!

You are going to have to be more specific to create a picture in our minds what you have.
Tell us what size wire is ran in this 2" conduit from the meter to the 400 amp fused disconnect. Then tell us if there is only one lug per fuse inside this main service 400 amp disconnect.
Then tell us this 100 amp panel 75 feet away is it in the same building?
How far into the building does the service conductors travel once they enter that building from the meter base to the 400 amp disconnect.
Is this meter base installed inside or outside.
This 100 amp panel with 2 wire branch circuits are they protected in metal conduit?
