My partner and I have recently purchased an old commercial building and would like to add a few more florescent light fixtures in the drop ceiling of the offices. My question is can we run romex (12-2)NM-B between the fixtures above the drop ceiling?

No, NM cable is not allowed above dropped or suspended ceilings except in dwellings.

To expound on that a little bit, normally you run type MC cable above drop ceilings for lighting in a commercial environment. The cable is not permitted to rest on the ceiling grid (it must be seperately supported). There are readily available clips that can attach the type MC cable to the ceiling tie wires or seperately installed tie wires.
