I'm reviewing First Floor Plan for my newly constructed home. There is a note that reads:
"PROVIDE DBL JOIST UNDER WPT"
Can anyone tell me what this refers to?

I'm not sure what the WPT stands for but the other is instructing the builder to have two joists together (side by side and most often nailed together) under a particular area (the WPT part). The need for the double joist would indicate that it is supporting a load bearing wall or post above on the second floor.

They want a double floor joist under the WPT. The only thing I can think is the whirlpool tub? Due to weight they want the floor reinforced under the tub.

double joists are typically called for under all partitions running parallel to the floor joist system.
The WPT is a non-common abbreviation, however Whirl Pool Tub sounds good, how about Wife Parking Truck lol...

WPT stands for Wall ParTition. Wall partitions running parallel (in the same direction) to the joists must be suported by double joists directly under the wall partitions.
