Tha a/c has a drain hose coming from the coils in your fan outlet compartment. This hose usually drops through the floor board and drains onto the road as you drive. Sounds like that hose has been pulled up above the flooring or is plugged. Trace that hose to where it passes through the floor and see if it is mashed, kinked, pulled above the flooring, or plugged up.

The defroster and low RPM strikes me as a weak or lost grounding path throughout your car. The metal frame of the car is often that grounding path. This may be worth checking. Cruise may be lost for same reason. To test run a ground wire from negative of battery directly to the cruise control box under the hood. If you get cruise control back that should be your problem.

HOpe this helps
