Working for the city water department I can offer this... If you have a high water bill but no dripping faucets or visible signs of leaks and your water meter is still turning... Check your toilets... If they constantly run they can run your usage upwards of 2000 gallons over normal in a months time...

Yes, I was told to check my toilets, using food colering in the tank, not using it, and seeing if there is coloring in the bowl later.

However, the problem was a water holding tank in my basement, that was rarely seen, and had a small leak. So do remember to check your water heater and any other water tanks in seldom seen places too!
