power tilt bleeding

I have a 68 red band merc with a armstong tilt pump .motor goes up but not all the way down has a mandal release screw and 2 bolts on bottom of pump if i release fliud to bleed then motor won,t go all the way up motor down resovoir full so do i put more fluid in when up because it is empty

Armstrong tilt pump? I assume that is an aftermarket manually operated pump. It may not be matched correctly to the motor or may not be installed right.
